To ask the Tánaiste and Minister for Justice and Equality the position regarding the application process for a Palestinian national to apply for asylum, including the specific procedure for a person still resident in the occupied Palestinian territories; and if he will make a statement on the matter. Under Section 15(1) of the International Protection Act 2015, a person who wishes to make a claim for international protection in Ireland must be at the frontier of the State or already be present in the State. There is no provision in national law for making an asylum application while a person is outside the State.
