401. To ask the Minister for Education and Skills if she is satisfied that the provisions of the Department of Public Expenditure, National Development Plan Delivery and Reform Circular 4/2013 are being properly implemented by her Department; if she is satisfied that civil servants whose career breaks are coming to an end are being notified of appropriate vacancies; if she is concerned by instances where civil servants are having their career breaks extended unnecessarily where the Department has appropriate vacancies to fill; and if she will make a statement on the matter. The National Shared Services Office (NSSO) manage leave of absences including career breaks on behalf of my department. It is the responsibility of any civil servant whose career break is coming to an end to make contact with the NSSO who in turn contact my department’s HR Unit. Where the employee has indicated that they are available to return to work, HR Unit engages with them regarding a suitable vacancy and a date of return.
