389. To ask the Minister for Housing, Planning, and Local Government the number of home completions in Tullow, County Carlow; the number of vacant properties brought back into use in Tullow; the number of homes scheduled for delivery, and dates for same from now until Q4 2025; and if he will make a statement on the matter. Housing for All is the Government’s plan to increase the supply of housing to an average of 33,000 per year over the next decade. This includes an average of 10,000 new build social homes each year in the period to 2030. Housing for All is supported by an investment package of over €4bn per annum, through an overall combination of €12bn in direct Exchequer funding, €3.5bn in funding through the Land Development Agency and €5bn funding through the Housing Finance Agency.

Under Housing for All, the Government will deliver 47,600 new build social homes; 3,500 social homes through long-term leasing and 28,500 new affordable homes in the period 2022-2026. Increased delivery of social housing is a key Housing for All objective and is supported through a range of funding streams delivered via local authorities and Approved Housing Bodies (AHBs). The number of completed new build social homes, and the number in the pipeline, continues to grow year-on-year, with new construction projects added to the pipeline regularly.

Housing for All required each local authority to prepare a Housing Delivery Action Plan to address social and affordable housing needs in their areas over the period 2022-2026, in line with targets set under Housing for All. The Plans include details of planned local authority, AHB and Part V delivery for social housing schemes. The Plans do not include additional affordable homes that will be delivered by the LDA, AHBs, First Home and via the higher Part V requirements introduced in the Affordable Housing Act 2021. A copy of each local authority's Housing Delivery Action Plan is available on their websites.

Since the start of 2020, 1,049 homes have been completed in Carlow. There were 123 new homes completed in H1 2024, up 29% year-on-year. 271 new homes completed in the rolling 12-months to end-June 2024, up 26% on the same period last year.

Since the start of 2020, 216 homes have been completed in Tullow. There were 24 new homes completed in H1 2024, up 20% year-on-year. 57 new homes completed in the rolling 12-months to end-June 2024, up 53% on the same period last year.

My Department publishes the Social Housing Construction Status Report (CSR). The CSR provides details of social housing developments and their location that have been completed, are under construction or are progressing through the various stages of the design and tender processes.

To ask the Minister for Housing, Planning, and Local Government further to Parliamentary Question No. 883 of 9 September 2024, to list the 36 sites that will deliver more than 1,500 new social homes; the names of the 13 local authorities, in tabular form; and if he will make a statement on the matter. Modern Methods of Construction (MMC) has been identified as a key measure to address the different housing needs in Ireland and methods to support the development of MMC in Ireland are set out in Housing for All.

In December 2022, funding of €94m was provided to local authorities to address legacy land debts. The provision of this funding was linked to the immediate development of a housing proposal, a commitment to allow for the use of Modern Methods of Construction (MMC) and for construction to start in 2023 or no later than 2024. A total of 26 sites received funding as part of an accelerated delivery programme, and with some additional sites since added, my Department is overseeing a project to progress delivery of MMC projects on 36 sites which will deliver more than 1,500 new social homes across 13 local authorities.

My Department publishes comprehensive programme level statistics on a quarterly basis on social housing delivery activity by local authorities and Approved Housing Bodies (AHBs) in each local authority. This data is available to the end of Q4 2023, and is published on the statistics page of my Department’s website, at the following link: gov.ie - Overall social and affordable housing provision ( ) - Data for Q1 2024 is currently being collated and will be published shortly.
