1680.To ask the Minister for Agriculture, Food and the Marine if his Department has fully researched the impact that proposed new Statutory Instrument relating to the work of veterinary surgeons working with farmers across Ireland will have on the number of veterinary surgeons in the country, the provision of out-of-hours service to farmers, and the use of unregulated medication; if it will undermine the ‘one health’ approach to combatting global health threats; and if he will make a statement on the matter. I propose to take Questions Nos. 1674 to 1677, inclusive, and 1680 to 1682, inclusive, together.

I am currently drafting regulations on veterinary medicinal products - these will provide for:

  • the rules pertaining to prescribing of prescription only medicines, including antiparasitics,
  • the operation of the national database - the National Veterinary Prescription System (NVPS)
  • the possession, administration and storage of veterinary medicinal products and medicated feed,
  • the licensing of the importation of certain veterinary medicinal products and medicated feed
  • the regulation of retail and internet sales of veterinary medicinal products
Preparation of the regulations is in its final stages. My Department has engaged with all stakeholders in preparation of the regulations over a prolonged period of time. I most recently met with representatives of Veterinary Ireland on 16th July at which they expanded on concerns they had. The issues raised by all the stakeholders, including Veterinary Ireland, are being considered further.
