61. To ask the Minister for Transport, Tourism and Sport to provide an update on the rationale for the policy shift that resulted in the closure of existing roadside lay-bys on the motorway network; and if he will make a statement on the matter. [5057/24]

As Minister for Transport, I have responsibility for overall policy and exchequer funding in relation to the National Roads Programme. Under the Roads Acts 1993-2015 and in line with the National Development Plan (NDP), the operation and management of individual national roads is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned. This is also subject to the Public Spending Code and the necessary statutory approvals.
Following a public consultation on service areas, a new Service Area Policy for the motorway and dual-carriageway network was published by TII in December 2023,. The Policy sets out a number of changes in connection with lay-bys. In this context, TII is best placed to advise you.
