238. To ask the Minister for Employment Affairs and Social Protection if a carer's benefit payment will be reinstated in respect of a person (details supplied) in County Kerry; and if she will make a statement on the matter. [54063/22]

Carer's benefit (CARB) is a payment made to insured people who leave the workforce or reduce their working hours to care for a child or an adult in need of full-time care and attention.

To qualify, the carer must satisfy PRSI conditions, employment conditions, show that they are providing full-time care and attention and show that the care recipient requires full-time care and attention.

An application for an extension to the CARB claim of the person concerned was received on the 14 October 2022.

CARB was extended from 29 Sept 2022 to 27 Sept 2023 and a decision letter issued to the person concerned on the 25 Oct 2022.

The person concerned will have used up their full entitlement to CARB on 27 Sept 2023 and it is open for them to apply for Carer's Allowance if there is still a requirement for full-time care.

I hope this clarifies the matter for the Deputy.

Carer's allowance (CA) is a means-tested social assistance payment made to a person who is habitually resident in the State and who is providing full-time care and attention to a child or an adult who has such a disability that as a result they require that level of care.

An application for CA was received from the person concerned on 17 October 2022. The application is currently being processed and once completed, the person concerned will be notified directly of the outcome.

The Carer's Support Grant (CSG) is an annual payment for carers who look after a person in need of full-time care and attention. The payment is made regardless of the carer's means but is subject to certain conditions.

I can confirm that, according to the records of this Department, no application form for a CSG has been received from the person concerned. An application form (CSG1) has been posted to the person concerned today. When the completed application form has been returned, a decision will be made and the person concerned will be notified of the outcome in writing.
