Question 215: To ask the Minister for the Environment, Heritage and Local Government his views on putting in place guidelines for the use of mosquito sirens, which emit a high-pitched sound only audible to younger people with the aim of deterring groups of young people from gathering in the vicinity of shops, and so on; and if he will make a statement on the matter. Under the Environmental Protection Agency Act 1992 (Noise) Regulations 1994, any person may seek an order in the District Court to have any noise giving reasonable cause for annoyance abated. Issues arising in relation to mosquito sirens seem to relate primarily to their use for addressing anti-social behaviour and to the possible human health implications of exposure to the effects of these devices. I have no function in these matters.
