I have received notice from Senator Catherine Noone that, on the motion for the Commencement of the House today, she proposes to raise the following matter:

The need for the Minister for Housing, Planning and Local Government to make a statement on the proposed improvements to the terms and conditions of councillors.

I regret that I have had to rule this matter out of order on the ground that it is a repeat of a Commencement matter raised on 28 May 2019. There being no further matter, I propose to suspend the sitting until 11.30 a.m.
