To ask the Minister for Transport, Tourism and Sport if his attention has been drawn to a study (details supplied) into the dangers of headlight glare on road safety; if he will urge the EU to carry out a similar study on the dangers of headlight glare resulting from the use of LEDs; and if he will make a statement on the matter. The use of LED and HID headlights in vehicles across the EU?is regulated by the European type-approval system. This system establishes the technical and safety standards required to place a vehicle or a vehicle component on the market and enter it into service within any EU Member State. In order to acquire type-approval, the headlight components and technology must meet specific safety standards.

These standards are subject to continuous scrutiny at EU level and aligned with standards developed by the World Forum for Harmonization of Vehicle Regulations, a working party of the Inland Transport Committee of the United Nations Economic Commission for Europe (UNECE). Accordingly, if a headlight has been type-approved and entered into service it is considered safe to use within the EU.

As the standards for these lights are regulated for at EU level, the Department has no current plan to review their use in the State. However, I thank the Deputy for sharing this report which will be considered by my officials.
