To ask the Minister for Housing, Planning, and Local Government if he will provide a copy of the National Parks and Wildlife Service’s (NPWS) customer service standards, including its service levels and procedures for dealing with formal complaints from the public; its undertakings and follow up procedures in circumstances where it fails to meet its published standards and service levels; whether he is satisfied that the NPWS is fully compliant with the Department’s own published standards and service levels, and with the Civil Service Code of Practice (details supplied); and if he is not so satisfied, the reason why, and what action he proposes to take to ensure compliance. To ask the Minister for Housing, Planning, and Local Government whether the National Parks and Wildlife Service (NPWS) is an integral part of his Department; if so, the role the secretary general of his Department has in the governance and accountability of the NPWS; and if the secretary general has no role, to whom, and by what transparent means, the NPWS reports directly for top-level governance and accountability purposes. I propose to take Questions Nos. 249 and 250 together.

The Wildlife Act 1976 was sponsored by the Minister for Lands and came into operation on 1 June 1977. The Ministry responsible for nature conservation has moved across a number of Departments of State in the intervening years. The National Parks and Wildlife Service has been part of a number of Departments of State during this time.

My Department is seeking to establish the custody of the files referenced, the extent to which those files have been archived and to ensure that these files are identified, archived and made available for inspection. However, in view of the number of Departments in which these files originated this will take some time to complete.
