I move:
That, notwithstanding anything in the Standing Orders relative to Public Business:
The Seanad shall meet in the Dáil Chamber at 10.30 a.m. on Friday, 23rd October, 2020 and the following arrangements shall apply: (a) Standing Orders 29 and 30 shall stand suspended;
(b) there shall be no Order of Business;
(c) the business to be taken shall be confined to the items set out in the Schedule to this paragraph and, accordingly, no other business shall be taken unless the Seanad shall otherwise order on motion made by the Leader of the House or such other Senator as she may authorise in that behalf.ScheduleMotion regarding Parliamentary Precincts and Privilege.
Subject to its recommendation by the Committee on Procedure and Privileges, the motion regarding Parliamentary Precincts and Privilege shall be taken at 10.30 a.m. without debate.
Railway Safety (Reporting and Investigation of Serious Accidents, Accidents and Incidents Involving Certain Railways) Bill 2020 [Dáil] – All Stages.
Subject to the passage by the Dáil of the Railway Safety (Reporting and Investigation of Serious Accidents, Accidents and Incidents Involving Certain Railways) Bill 2020 [Dáil], the proceedings on all Stages shall commence on the conclusion of the motion regarding Parliamentary Precincts and Privilege, or if that motion is not taken, at 10.30 a.m., and shall, if not previously concluded, be brought to a conclusion at 11.45 a.m. by one Question, which shall be put from the Chair, and which shall, in relation to amendments, include only those set down or accepted by the Government; the time allocated to all Senators on the debate on Second Stage shall not exceed 5 minutes, and the Minister shall be given no less than 7 minutes to reply to the debate; Committee and Remaining Stages shall be taken immediately thereafter.
Motion regarding the Earlier Signature of the Railway Safety (Reporting and Investigation of Serious Accidents, Accidents and Incidents Involving Certain Railways) Bill 2020.
The Motion regarding the Earlier Signature of the Railway Safety (Reporting and Investigation of Serious Accidents, Accidents and Incidents Involving Certain Railways) Bill 2020, shall be taken, without debate, on conclusion of all Stages of the Railway Safety (Reporting and Investigation of Serious Accidents, Accidents and Incidents Involving Certain Railways) Bill 2020.
Suspension of Sitting.
On the conclusion of the Motion regarding the Earlier Signature of the Railway Safety (Reporting and Investigation of Serious Accidents, Accidents and Incidents Involving Certain Railways) Bill 2020, the sitting shall be suspended until 12 noon.
Residential Tenancies Bill 2020 [Dáil] – All Stages.
Subject to the passage by the Dáil of the Residential Tenancies Bill 2020, the proceedings on Second Stage shall commence at 12 noon, and shall, if not previously concluded, be brought to a conclusion after 75 minutes, with the contributions of all Senators not to exceed 6 minutes, and the Minister to be given no less than 6 minutes to reply to the debate; Committee and Remaining Stages shall be taken immediately thereafter and the proceedings thereon shall, if not previously concluded, be brought to a conclusion after 45 minutes by one Question, which shall be put from the Chair, and which shall, in relation to amendments, include only those set down or accepted by the Government.
Motion regarding the Earlier Signature of the Residential Tenancies Bill 2020.
The Motion regarding the Earlier Signature of the Residential Tenancies Bill 2020 shall be taken, without debate, on conclusion of all Stages of the Residential Tenancies Bill 2020.
Suspension of Sitting.
On the conclusion of the Motion regarding the Earlier Signature of the Residential Tenancies Bill 2020, the sitting shall be suspended until 2.30 p.m.
Commission of Investigation (Mother and Baby Homes and certain related Matters) Records, and another Matter, Bill 2020 – Report Stage (Seanad Bill amended by the Dáil) and Final Stage.
Subject to the passage by the Dáil of the Commission of Investigation (Mother and Baby Homes and certain related Matters) Records, and another Matter, Bill 2020, and it being considered, by virtue of Article 20.2.2° of the Constitution, as a Bill initiated in the Dáil, the proceedings on Report and Final Stages shall commence at 2.30 p.m., and shall, if not previously concluded, be brought to a conclusion at 4.45 p.m., by one Question, which shall be put from the Chair, and which shall, in relation to amendments, include only those set down or accepted by the Government.

Health (Amendment) Bill 2020 [Dáil] - All Stages.
Subject to the passage by the Dáil of the Health (Amendment) Bill 2020, the proceedings on Second Stage shall commence at 5.30 p.m., and shall, if not previously concluded, be brought to a conclusion after 90 minutes, with the contributions of all Senators not to exceed 6 minutes, and the Minister to be given no less than 8 minutes to reply to the debate; Committee and Remaining Stages shall be taken immediately thereafter and the proceedings thereon shall, if not previously concluded, be brought to a conclusion after 60 minutes by one Question, which shall be put from the Chair, and which shall, in relation to amendments, include only those set down or accepted by the Government.
Motion regarding the Earlier Signature of the Health (Amendment) Bill 2020.
The motion regarding the Earlier Signature of the Health (Amendment) Bill 2020, shall be taken, without debate, on the conclusion of the Health (Amendment) Bill 2020.”

That the Schedule be amended as follows:
“(i) That Report and Final Stages of the Commission of Investigation (Mother and Baby Homes and certain related Matters) Records, and another Matter, Bill 2020, be taken immediately after the Motion regarding Parliamentary Precincts and Privilege;
(ii) That the Motion for Earlier Signature of the Commission of Investigation (Mother and Baby Homes and certain related Matters) Records, and another Matter, Bill 2020, be taken without debate on the conclusion of the Commission of Investigation (Mother and Baby Homes and certain related Matters) Records, and another Matter, Bill 2020;
(iii) That the order shall resume with the taking of All Stages of the Railway Safety (Reporting and Investigation of Serious Accidents, Accidents and Incidents Involving Certain Railways) Bill 2020 [Dáil].”
