Seán Ó Fearghaíl: Amendments Nos. 7 and 8 are related and will be taken together.

Social Welfare Bill 2024: Committee and Remaining Stages (16 Oct 2024)

Paul Donnelly: I move amendment No. 7: In page 4, between lines 16 and 17, to insert the following: “Report on extending parent’s leave and benefit 8. The Minister shall prepare and lay a report before the Houses of the Oireachtas on extending the full duration of parent’s leave and benefit by 4 weeks and that the report shall be presented to the Oireachtas Joint Committee on...

Social Welfare Bill 2024: Committee and Remaining Stages (16 Oct 2024)

Heather Humphreys: I thank the Deputy for tabling this amendment. Regarding extending parent’s leave and benefit, the Minister for Children, Equality, Disability, Integration and Youth has responsibility for parent’s leave policy and I have responsibility for the associated benefit payment. Parent’s leave and benefit are available to eligible parents within the first two years following...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Agriculture and Fisheries Council: Discussion (16 Oct 2024)

Jackie Cahill: All witnesses giving evidence within the parliamentary precincts are protected by absolute privilege in respect of the evidence they give to the committee. This means that witnesses have full defence in any defamation action about anything said at a committee meeting. However, witnesses are expected not to abuse this privilege and may be directed to cease giving evidence on an issue at the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Agriculture and Fisheries Council: Discussion (16 Oct 2024)

Jackie Cahill: We will suspend the meeting for a vote in the Chamber. Deputy Mac Lochlainn will have a further five minutes when we come back.

Jackie Cahill: I call Deputy Mythen.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Agriculture and Fisheries Council: Discussion (16 Oct 2024)

Johnny Mythen: Much has been said here. The crux of the thing is that when fishers see non-EU countries setting unilateral TACs; it is really galling. They see the likes of Norway which increased its mackerel quota by 55% over its quota. The Faroe Islands were much the same. On the back of this, there are dozens of new pelagic vessels coming on board which are 80 m in length and are very serious...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Agriculture and Fisheries Council: Discussion (16 Oct 2024)

Johnny Mythen: There is little mention in the report of scallops, which are very unique to Wexford Harbour. The shellfish industry has fallen through the floor in the past two years or more. Lobsters have gone down, as has everything else, and people are under pressure. Regarding BIM's figures on employment impact by county, will that involve skippers? Is there a breakdown of the employment that will be...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Agriculture and Fisheries Council: Discussion (16 Oct 2024)

Jackie Cahill: I thank the Minister for coming in and answering all the questions comprehensively. I thank his officials as well. We will suspend the meeting to prepare for the second session.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2024: Motion (16 Oct 2024)

Jackie Cahill: The purpose of the second section of today's meeting is the examination of the Horse and Greyhound Racing Fund Regulations 2024. The committee will hear from the following witnesses: the Minister for Agriculture, Food and the Marine, Deputy Charlie McConalogue; Mr. Kevin Galligan, principal officer; Ms Annamarie McNally, assistant principal; and Ms Nicola Beagan, assistant principal, State...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2024: Motion (16 Oct 2024)

Jackie Cahill: I thank the Minister. I have a question before I go to Deputy Kenny. Just €100 million is given to both industries. Is there any prescription by the Department on its distribution and how the money would be spent? Is it prescriptive so that a certain amount must go to capital investment and so much into prize money or is it left to the respective boards?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2024: Motion (16 Oct 2024)

Jackie Cahill: Putting on my Tipperary hat, the second proposed all-weather track in Tipperary town, in the junction, has been advocated for a significant time. Does the Minister think that project would be able to proceed this time with this allocation?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2024: Motion (16 Oct 2024)

Jackie Cahill: I thank the Minister. It would really help the smaller trainers as they would be able to operate on a 12-months basis. It would be a great addition to the industry. Dundalk has worked exceptionally well. I call Deputy Kenny.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2024: Motion (16 Oct 2024)

Johnny Mythen: Most of what I was going to say has been asked. It is one of the few industries that really resonates with rural Ireland. I come from the small town of Enniscorthy, where I think we have our greyhound track since 1937. It creates a lot of employment. It is very important. When people look at the greyhound industry, they do not see the veterinary sector that is tied into it. You have...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2024: Motion (16 Oct 2024)

Johnny Mythen: The Minister said 10% and so forth. How long is that there? Have the percentages ever been increased?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2024: Motion (16 Oct 2024)

Johnny Mythen: Is there a possibility it could be increased? The Minister is increasing the funding itself.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2024: Motion (16 Oct 2024)

Jackie Cahill: There has to be recognition of the large efforts to rehome dogs by the greyhound industry especially. It has improved dramatically in recent years. When driving around the city now we often see a lot of greyhounds being walked as pets. They have to try to find homes for some of these greyhounds overseas also and this brings its own expense. My understanding is that Australia has started...
