Planning and Development Bill 2023: From the Seanad (9 Oct 2024)

Darragh O'Brien: Seanad amendment No. 19 amends section 9 to provide that where the Minister proposes exempted development regulations that are likely to affect the performance of a State authority, the Minister shall consult that State authority before making the regulations. The text as currently written has this as a discretionary consultation, however it is appropriate that any such consultation be...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Impacting the Fisheries Sector and Aquaculture: Department of Agriculture, Food and the Marine (9 Oct 2024)

Michael Ring: I welcome the officials from the Department. I will start at the back before moving forward. What supports has the Department given the shellfish market over the past year? It is being put through the mill, particularly with Brexit. How much of the adjustment fund was drawn down by Ireland and how much was sent back? That money was sent to Ireland to try to support fishers. Why have...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Impacting the Fisheries Sector and Aquaculture: Department of Agriculture, Food and the Marine (9 Oct 2024)

Michael Ring: Most people in the shellfish market had to export through England into Europe, but Brexit has created a problem, given the barriers. What supports have been provided to help the market? The industry is in great difficulty.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Impacting the Fisheries Sector and Aquaculture: Department of Agriculture, Food and the Marine (9 Oct 2024)

Michael Ring: I do not wish to be disrespectful, as Ms McSherry is answering the questions she is asked, but why has there been such resistance within the Department to hook-and-line fishers in recent years? Why will it not give a bit more quota to small fishers, particularly on the west coast, who are depending on it for their livelihoods? Ms McSherry and I know it is a difficult life and anything those...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Impacting the Fisheries Sector and Aquaculture: Department of Agriculture, Food and the Marine (9 Oct 2024)

Michael Ring: That is fair enough. Ms McSherry is not the Minister, to be fair, and I cannot say any more about that. Nevertheless, she might get the Department to consider other species that fishers could fish but are not allowed to. These people have gone through a very difficult time over recent years. This keeps a lot of jobs and people working and a lot of money in the economy, especially in rural...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Impacting the Fisheries Sector and Aquaculture: Department of Agriculture, Food and the Marine (9 Oct 2024)

Michael Ring: My final question relates to the industry itself. I have noticed over the years that there are a lot of fishing organisations. Have they come together and are they singing from the same hymn sheet, or is there still the same level of competition between their representatives? The Minister will go to the EU between now and Christmas to negotiate again, and we all want to be on the same hymn...

Joint Oireachtas Committee on Education and Skills: Current and Future Plans for Further and Higher Education: Minister for Further and Higher Education, Research, Innovation and Science (9 Oct 2024)

Mairead Farrell: Gabhaim buíochas leis an Aire as ucht teacht os comhair an choiste. I have limited time to try to find out some things I did not fully understand from the budget, if that is possible. I want to understand what money is being deployed where and that kind of thing. I will start with the €77.4 million investment for apprenticeships. All investment in apprenticeships is obviously...

Joint Oireachtas Committee on Education and Skills: Current and Future Plans for Further and Higher Education: Minister for Further and Higher Education, Research, Innovation and Science (9 Oct 2024)

Mairead Farrell: It is just about the amount.

Joint Oireachtas Committee on Education and Skills: Current and Future Plans for Further and Higher Education: Minister for Further and Higher Education, Research, Innovation and Science (9 Oct 2024)

Mairead Farrell: I am sorry, but that is a lot of information. I am trying to find out first of all if there were 6,500 craft registrations in 2023, or am I wrong? Will the Minister clarify if I got that wrong because that was my understanding.

Joint Oireachtas Committee on Education and Skills: Current and Future Plans for Further and Higher Education: Minister for Further and Higher Education, Research, Innovation and Science (9 Oct 2024)

Mairead Farrell: Okay, that was 6,588 in 2023. I was reading the budget speeches. I got them printed and was reading them as I was going. It referred to continued growth of craft apprenticeship systems to 6,800 registrations. I assume that is for 2025. That would be an increase of just 300.

Joint Oireachtas Committee on Education and Skills: Current and Future Plans for Further and Higher Education: Minister for Further and Higher Education, Research, Innovation and Science (9 Oct 2024)

Mairead Farrell: What was said in the speech on budget day, and what the Minister has again mentioned was continued growth of the craft apprenticeship system to 6,800 registrations. That will be an increase of 300.

Joint Oireachtas Committee on Education and Skills: Current and Future Plans for Further and Higher Education: Minister for Further and Higher Education, Research, Innovation and Science (9 Oct 2024)

Mairead Farrell: No, this is just for me to understand that specific point. It is an increase of 300 then.

Joint Oireachtas Committee on Education and Skills: Current and Future Plans for Further and Higher Education: Minister for Further and Higher Education, Research, Innovation and Science (9 Oct 2024)

Mairead Farrell: I know, yes.

Joint Oireachtas Committee on Education and Skills: Current and Future Plans for Further and Higher Education: Minister for Further and Higher Education, Research, Innovation and Science (9 Oct 2024)

Mairead Farrell: Were there 6,500 registrations in 2023?

Joint Oireachtas Committee on Education and Skills: Current and Future Plans for Further and Higher Education: Minister for Further and Higher Education, Research, Innovation and Science (9 Oct 2024)

Mairead Farrell: It seems that if there were 6,500 craft registrations in 2023, and then we talk about budget 2025 where we see continued growth to 6,800, it just does not seem an ambitious figure.

Joint Oireachtas Committee on Education and Skills: Current and Future Plans for Further and Higher Education: Minister for Further and Higher Education, Research, Innovation and Science (9 Oct 2024)

Mairead Farrell: I welcome the investment 100%.
