Committee on Budgetary Oversight: Summer Economic Statement: Discussion (10 Jul 2024)

Rose Conway-Walsh: What I do not accept is that the CEO of the health service warned the Minister that there was deliberate underfunding and then it happened. Now the Minister has sought to correct it. I am seeing forced wastage there because we knew from last year this was going to have to be done. It was going to have to be corrected. The Minister sought to correct it yesterday with the €1.5...

Rose Conway-Walsh: What did he use?

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (10 Jul 2024)

Rose Conway-Walsh: What was presented in last year's budget presented punitive risks to the health service and the health of people in my constituency and elsewhere. I do not think there was a need for it and I welcome the fact the Minister corrected it yesterday. It should have been corrected a year ago. There was a gaping hole in the budget but we will agree to disagree on that.

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (10 Jul 2024)

Rose Conway-Walsh: The Minister claims in his statement that the Government has been successful in addressing inflation and public infrastructure deficits. In terms of inflation, 671,000 people are still living in poverty in this State and more than 188,000 of them are children. Pensioners, carers and people with disabilities are worse off today than they were four years ago. That is what the evidence shows....

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (10 Jul 2024)

Rose Conway-Walsh: I want confirmation of two things. I ask the Minister to confirm that the allocation for new measures is less in this economic statement than it was last year. It is €1.8 billion this year and it was €2 billion last year. Is that correct? This is for new measures overall.

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (10 Jul 2024)

Rose Conway-Walsh: It is much less this year because of the pay deal. Is that the case?

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (10 Jul 2024)

Rose Conway-Walsh: -----even taking inflation, etc., into account. On the capital budget, I see it as being €1.5 billion short based on the 5% of GNI* committed to when the review took place in 2021. Is that a correct reading of it?

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (10 Jul 2024)

Rose Conway-Walsh: It is true. I just want to open the debate with the Minister.

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (10 Jul 2024)

Richard Boyd Barrett: This is part of the question. Our committee has looked at a lot of tax expenditures. We have generally suggested that they should be scrutinised as much as the budget day measures, ongoing expenditure measures, etc. What will the Minister do in terms of the presentation of information on tax expenditures for the budget material and budget day?

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (10 Jul 2024)

Richard Boyd Barrett: Sorry, I do not mean that. I mean tax expenditures, such as tax credits and reliefs.

Courts, Civil Law, Criminal Law and Superannuation (Miscellaneous Provisions) Bill 2024: Committee and Remaining Stages (10 Jul 2024)

Jim O'Callaghan: I did not intend to speak on this amendment but I will do so because a very interesting debate has commenced since I came into the Chamber. I came in here intending to speak on amendments Nos. 7 to 12, inclusive, which seek to give effect to another High Court decision - in the case of A & B v. the International Protection Office and the Minister - which was delivered in March of...

Courts, Civil Law, Criminal Law and Superannuation (Miscellaneous Provisions) Bill 2024: Committee and Remaining Stages (10 Jul 2024)

Jim O'Callaghan: We are three years on from the Damache case, in which the Supreme Court declared sections 19(2) and 19(3) of the Irish Nationality and Citizenship Act 1956 to be unconstitutional. We sat on it for quite some time. The Supreme Court provided some form of instruction to this House in terms of what to do. The Supreme Court decision said and recognised that the decision as to whether...
