Financial Resolutions 2024 - Financial Resolution No. 5: General (Resumed) (3 Oct 2024)

Niall Collins: I am sharing time with Deputy James O’Connor. I am glad to have the opportunity to speak on the budget, which we were apprised of this week by the Ministers, Deputies Donohoe and Chambers. I congratulate both Ministers on their presentations and in particular, my colleague Deputy Chambers who presented his first budget to the House as Minister for Finance and, indeed, our deputy...

Merchant Shipping (Investigation of Marine Accidents) Bill 2024: Second Stage (3 Oct 2024)

James Lawless: I thank Members for their interest in the Bill and for giving their time today and at committee previously. Before I start into the substance of that, I wish to be associated with the good wishes afforded to Deputy Joe Carey by Deputy Mattie McGrath. Deputy Carey chaired the Oireachtas Joint Committee on Transport and Communications for the past number of years. I am sure all of us in this...

Merchant Shipping (Investigation of Marine Accidents) Bill 2024: Second Stage (3 Oct 2024)

Mattie McGrath: I, too, am delighted to be able to speak about this Bill. Ba mhaith liom mo bhuíochas a ghabháil le iar-Theachta agus iar-Chathaoirleach coiste Joe Carey. In fairness to him, during his time as committee Chair, he did a lot of work on this legislation. I wish him well with his health and thank him. I also thank Michael Kingston, barrister, who assisted me and members of the...

Merchant Shipping (Investigation of Marine Accidents) Bill 2024: Second Stage (3 Oct 2024)

James Browne: I thank the Minister of State, Deputy Lawless, for bringing forward this very important legislation, the Merchant Shipping (Investigation of Marine Accidents) Bill, and compliment him on really hitting the ground running since his appointment as Minister of State at the Department of Transport and bringing forward some really important legislation and reform and doing Kildare North very...

Merchant Shipping (Investigation of Marine Accidents) Bill 2024: Second Stage (3 Oct 2024)

Catherine Murphy: The ambition of this Bill is to replace the Marine Casualty Investigation Board, a body which was flawed from its inception. The fundamental weakness of the board was the presence on the board of the chief surveyor of the Marine Survey Office and the Secretary General of the Department of Transport, people who by their positions were objectively biased. It is not about the individuals, but...

Merchant Shipping (Investigation of Marine Accidents) Bill 2024: Second Stage (3 Oct 2024)

Pádraig Mac Lochlainn: I am conscious the Minister of State is new to this brief, and while he will be aware there is a long history to this whole area, he may not be an expert on it, which is forgivable. Nevertheless, I want to go back over the history that got us here today. It is quite embarrassing, with episode after episode of the failure to implement expert recommendations. The Oireachtas transport and...

Committee on Public Petitions: Petition on Pensions and Social Security Legislation (3 Oct 2024)

Pat Buckley: In less than 36 months?

Committee on Public Petitions: Petition on Pensions and Social Security Legislation (3 Oct 2024)

Pat Buckley: Mr. Moran has just spelled it out, from start to finish. The wording "transitional conditions" could have been expanded or squeezed back in. We have big problems here with accountability and responsibility when things happen and the lack of a commonsense approach. Mr. Moran spoke about the 36-month rule. That change can be made but, again, it will have to be through legislation. He has...

Committee on Public Petitions: Petition on Pensions and Social Security Legislation (3 Oct 2024)

Pat Buckley: I am stumped, and Mr. Moran pointed out the delay in those transitional periods very clearly, by the way in which he and others have possibly been penalised, even though it looks like an oversight. However, nobody is saying it is an oversight because, again, nobody is taking responsibility.

Committee on Public Petitions: Petition on Pensions and Social Security Legislation (3 Oct 2024)

Pat Buckley: I need to find out whether this can be done and if it can, that this requirement be removed and the legislation tweaked. It should be done because it is the right and fair thing to do. I suspect Mr. Moran has been at this a very long time. It is not easy to come here. He has come to a public committee to tell his story about this. The way he has been mistreated is extremely unfair. I...

Committee on Public Petitions: Petition on Pensions and Social Security Legislation (3 Oct 2024)

Pat Buckley: I echo what the Chair said. As I said, a common-sense approach is pretty difficult in the House at times, believe it or not. I suggest going to the Minister to flag it up and ask whether the Department is aware of it. Also, the research and library-----

Committee on Public Petitions: Petition on Pensions and Social Security Legislation (3 Oct 2024)

Pat Buckley: Expeditiously.

Committee on Public Petitions: Petition on Pensions and Social Security Legislation (3 Oct 2024)

Pat Buckley: We could have called this committee the lastchance.com committee. It is lastchance.com for a lot of people, individuals and groups. I am very happy. We have a wonderful team and, by God, they are committed. Hopefully, we can move this forward as fast as we can.

Committee on Public Petitions: Decisions on Public Petitions Received (3 Oct 2024)

Pat Buckley: That is agreed, Chair. It will be interesting to see what comes back.

Committee on Public Petitions: Decisions on Public Petitions Received (3 Oct 2024)

Pat Buckley: It is absolutely agreed.

Committee on Public Petitions: Decisions on Public Petitions Received (3 Oct 2024)

Pat Buckley: Absolutely. It is funny enough that the Tánaiste was asked, I think, last week about it. He mentioned that it could be a logistical thing. Mother of God, that is a weak excuse. There are people from Australia here. If there is an election in Australia and an Australian is here on holidays, that person goes to the consulate and votes. It is as simple as that. I know it was looked...

Committee on Public Petitions: Decisions on Public Petitions Received (3 Oct 2024)

Pat Buckley: It is not rocket science. We all have IDs.

Committee on Public Petitions: Decisions on Public Petitions Received (3 Oct 2024)

Pat Buckley: No. I thank everybody again for all their work, and I suppose the Chair will echo that, so it saves me saying it.
