Jim O'Callaghan: From listening to the witnesses today and listening to Mr. Conlon today, he is stating unambiguously that the expenditure is not consistent with the scale of the project under consideration. At what stage does this go beyond the small team and somebody in the OPW says this is a completely inappropriate price we are paying? When does that happen?
