If it was important that ownership had to be transferred, owners would definitely want to make sure it happened because they would not want to be prosecuted. Michael Fitzmaurice: I will ask whether the witnesses agree with my analysis. Let us say I have a herd number for cattle or sheep. Before I get that, I must have a cattle crush and a proper shed. Is the same thing being applied in the horse industry? There are some places where I wonder whether they have the facilities at all for handling a horse.
