Réada Cronin: Ms Kenny also said that earlier, and it shows the lack of enforcement. If it was important that ownership had to be transferred, owners would definitely want to make sure it happened because they would not want to be prosecuted. I spoke to them about a national retirement fund, and I know this group has also spoken to them about a retirement fund for thoroughbreds.
