Catherine Murphy: I thank Mr. Rowe.

Public Accounts Committee: Financial Statements 2022: Waterways Ireland (4 Jul 2024)

Catherine Murphy: Yes, I might ask another one.

Public Accounts Committee: Financial Statements 2022: Waterways Ireland (4 Jul 2024)

Catherine Murphy: You can go ahead, Chair, and then I will come back in.

Public Accounts Committee: Financial Statements 2022: Waterways Ireland (4 Jul 2024)

Catherine Murphy: I have a few more questions. Are the bylaws across the entire island?

Public Accounts Committee: Financial Statements 2022: Waterways Ireland (4 Jul 2024)

Catherine Murphy: It is just the Republic of Ireland.

Public Accounts Committee: Financial Statements 2022: Waterways Ireland (4 Jul 2024)

Catherine Murphy: Has Waterways Ireland looked at the different input costs in Northern Ireland compared with the Republic? Is there a differential?

Public Accounts Committee: Financial Statements 2022: Waterways Ireland (4 Jul 2024)

Catherine Murphy: Okay. That is in the future.

Public Accounts Committee: Financial Statements 2022: Waterways Ireland (4 Jul 2024)

Catherine Murphy: My next point is on weed control. If you routinely go along the canals, you rarely see boats moving, but I presume a boat moving is a means of controlling weeds. The absence of movement creates the environment in which weeds grow. Does Waterways Ireland have a proposal on how to have greater movement, not just for weed control but also for other purposes? Boats are very static. In this...

Public Accounts Committee: Financial Statements 2022: Waterways Ireland (4 Jul 2024)

Catherine Murphy: I thank Mr. Rowe for that. Is 650 the peak or is there a larger number at any given time? If the latter, what is the number?

Public Accounts Committee: Financial Statements 2022: Waterways Ireland (4 Jul 2024)

Catherine Murphy: Obviously, the history in my constituency is quite important. The Grand Canal’s construction was a dream by comparison with that of the Royal Canal, where factors such as the rock type bankrupted the company. There is a terrific history and it started out exclusively as a commercial history. Are we underperforming in terms of people’s understanding of where the canals came...

Public Accounts Committee: Financial Statements 2022: Waterways Ireland (4 Jul 2024)

Catherine Murphy: I thank Mr. Rowe.

Public Accounts Committee: Business of Committee (4 Jul 2024)

Catherine Murphy: The expenditure I picked out was one the Cathaoirleach picked out himself, that is, relating to the venue. I want to know what the venue is.

Public Accounts Committee: Business of Committee (4 Jul 2024)

Catherine Murphy: There are two issues I wish to raise. One of those issues is not directly for RTÉ, but rather for the Department of arts and media. While I know there has been engagement with the Comptroller and Auditor General, which we talked about last week, I wish to ask the Minister, Deputy Martin, what is practically happening with regard to the timeline the Department is working to in the...

Public Accounts Committee: Business of Committee (4 Jul 2024)

Catherine Murphy: Yes. We asked for an update by June.

Public Accounts Committee: Business of Committee (4 Jul 2024)

Catherine Murphy: It is on the other piece of correspondence. Shall we take the two of them together?

Public Accounts Committee: Business of Committee (4 Jul 2024)

Catherine Murphy: Staff engagement is an aspect I have some concern about. RTÉ has written to us and said there is a new staff consultative forum. There is a huge amount of outsourcing proposed. There is also quite a lot of decentralisation proposed. It is very difficult to accept there is comprehensive engagement when we are not hearing a serious pushback on that. I am concerned that this engagement...

Public Accounts Committee: Business of Committee (4 Jul 2024)

Catherine Murphy: Yes, or else new jobs have to be created somewhere else and others' jobs are redundant. Some of this does not stand up to that kind of scrutiny. I am quite concerned that engagement is not happening. One of the things we were concerned about at the beginning was that the axe would fall in the wrong place.

Public Accounts Committee: Business of Committee (4 Jul 2024)

Catherine Murphy: What brought this to our attention was not people at the lower tiers of RTÉ, but people who were highly paid.

Public Accounts Committee: Business of Committee (4 Jul 2024)

Catherine Murphy: The concern was that they were not going to be the ones who would ultimately pay the price. I am not at all satisfied with that kind of engagement or that we are really hearing what the staff are thinking about that. It is fundamental to how the organisation survives into the future.

Public Accounts Committee: Business of Committee (4 Jul 2024)

Catherine Murphy: Absolutely. The numbers there were the original numbers. Those numbers grew substantially. It certainly was over 500, if I remember rightly.
