Róisín Shortall: 202. To ask the Minister for Health his views on the reply by the Minister for Finance to Parliamentary Question No. 171 of 11 June 2024; his further views on whether the VAT exemption for counsellors and psychotherapists should be implemented ahead of the opening of the Counsellors and Psychotherapists Registration Board; if he is pursuing this position with the Department of Finance; and if...

Child Care (Amendment) Bill 2024: Second Stage (19 Jun 2024)

Róisín Shortall: I will probably be done by then. I welcome this debate on the Child Care (Amendment) Bill 2024, which I am taking in the place of my colleague, Deputy Jennifer Whitmore. I am disappointed the Bill has been drastically pared back, so much so that only seven of the children's committee’s 96 pre-legislative scrutiny recommendations are now relevant to the legislation before us....

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Róisín Shortall: I wish to pick up on that point. The most disappointing aspect of this legislation is that it does not provide for the long-promised statutory right to home care. I was just reading the history of that promise yesterday and I saw that in 2017, the current Taoiseach, as Minister for Health, committed to the introduction of a statutory right to home care. That was 2017. In 2020, when...

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Róisín Shortall: It is not just about the authorisation scheme presumably. Its involves the providers and the categorisation and oversight of providers. Surely whoever is responsible for the oversight of this knows the different sectors that are providing that care.

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Róisín Shortall: I know it is struggling to get cover for people who need it because of the reliance of private providers but I am not aware of any issue regarding HSE staff. Perhaps Ms Larthwell will get us a note on that.

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Róisín Shortall: Regarding the exclusion of personal assistants from this scheme, I am trying to understand the thinking behind this. Ms Larthwell made a point about in the home or not in the home or in the community. When we talk about home care, it is in an institution or for a person in his or her home but that does not mean it is within his or her own home. It is for people who are living at home as...
