Róisín Shortall: How is the standing conciliator appointed?

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: There is no option to change that person.

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: I would like to have that clarified because it is a key point.

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: Following on from the Minister's meeting with Royal BAM, when he was asked if he had confidence in the June 2025 date, he listed out things and said if this happens, if that happens and if the other happens. There are a lot of “ifs” and there is really nothing concrete coming out of the meeting other than the Minister saying he had confidence that they would deliver by that date.

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: I thought the Minister said earlier “if they do” a number of things.

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: The Minister said “if they do” a number of things that he listed. That requires a considerable leap of faith. We have been in this same position for a number of years, namely, if BAM does various things, everything will be fine. What is the arrangement for monitoring that those commitments will be adhered to?

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: It is fine to say it but who is actually doing that and who is reporting on it?

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: Is there a schedule that needs to be met on a weekly basis to ensure those commitments are adhered to?

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: It would be very helpful if the Oireachtas committee, for the benefit of the public, got updates on that on a regular basis. Something like 14 months elapsed between our meeting with the board the last time and virtually no progress was made. Can the Department provide us with those updates, say, on a monthly basis?

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: That would be good. I want to move away from the physical provision of the hospital to look at arrangements for the transition to a new, merged hospital and the proposals for the functioning and operation of that hospital. We know from an RTÉ report that the HSE commissioned a confidential report from KPMG on the preparedness of the different players to function properly in a major...

Róisín Shortall: They are very significant.

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: Newpark Healthcare is a company expert in commissioning. That is somewhat different to merging the existing entities of the three children's hospitals.

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: Commissioning is a physical thing.

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: Who is dealing with the cultural issues?

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: Is that a full-time role?

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: Is that person employed by CHI?

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: The KPMG report was very critical of the fact that there was not a permanent CEO and I am wondering what the Minister is doing in this respect. Additionally, at staff and management levels in the three existing hospitals, the report found that staff and management were overwhelmed because of the pressures on the hospitals. In fact, very little time and attention was being paid to the merger...

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: It is not satisfactory that the post is an interim one.

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: It is not a reflection on the individual. It is just a question of how all of this can be managed and a merger at the same time.

Joint Oireachtas Committee on Health: National Children’s Hospital: Discussion (9 Oct 2024)

Róisín Shortall: Is the Minister considering appointing a CEO?
