Brian Stanley: You need to be able to identify the problems quickly. In a lot of cases, water is wasted and everyone agrees and is with you on the need to conserve water and improve water quality. We need to be able to identify the problem quickly and sort it quickly without having to go around the world to do it. That is the problem.
