Jim O'Callaghan: Up to now, it just deals with situations where somebody is injured as a result of an uninsured driver, whereas now it will also deal with somebody who has been injured by a driver whose insurance company has become insolvent.

Jim O'Callaghan: There may be a necessity, and there is a provision under the Bill for the Minister of State or whoever the relevant Minister is, to introduce regulations to give effect to in more detail. I think that is correct.

How are we measuring and assessing that?
