Réada Cronin: The Minister referred to carbon dioxide emissions and cost reductions across the military estate. What impact does he expect? He talked about damage in Lebanon from white phosphorus. The damage that war armaments cause to climate is significant when considering carbon emissions and so on, when you see the damage to the planet from war. What kind of impact does the Minister expect on...

Réada Cronin: The final project the Minister is seeking Dáil approval on is for cyberdefence exercises. Will he talk about cyberdefence? We live in a complicated and compromised geopolitical reality. I say "compromised" because prior to the European elections, certain candidates said that they would not vote in favour of Ursula von der Leyen. The Government has already said that it will support...

Ceisteanna ó Cheannairí - Leaders' Questions (2 Jul 2024)

Simon Harris: I thank Deputy Pringle for raising two important issues which are clearly intertwined here - the issue of concrete blocks and particularly the devastating impact that is having in his constituency to community childcare facilities. He made specific reference to Ardara but also referred to Raphoe and Letterkenny. The Department of children is aware of the service in Ardara and it is aware of...

Ceisteanna ó Cheannairí - Leaders' Questions (2 Jul 2024)

Thomas Pringle: I thank the Taoiseach for his response. I also thank the Minister, Deputy O'Gorman, because it is vital that this is recognised. This requires a whole-of-government approach. This is a crisis that will only get worse. Community buildings, private buildings, factories and farm buildings across Donegal will all be collapsing over the next few years because of the defective concrete crisis....

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Discussion (2 Jul 2024)

Cian O'Callaghan: I thank the witnesses for their contributions. I want to ask about illegal rent increases and breaches of RPZs. Mr. Keegan said the RTB is looking at having a composite rent index. If so, does this mean the board will not be publishing the new tenancies rent increases and the existing tenancies rent increases? Or will the board publish those and have a composite?

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Discussion (2 Jul 2024)

Cian O'Callaghan: The illegal rent increases taking place now are in breach of the RTB rules. The RTB has access to a huge amount of data now that it did not have a number of years ago. Is the board proactively taking action on illegal rent increases, and not just on the foot of complaints from individual renters? Will the witnesses tell us about that work? Has it commenced and what has been the outcome of...

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Discussion (2 Jul 2024)

Cian O'Callaghan: Are these on foot of complaints from renters?

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Discussion (2 Jul 2024)

Cian O'Callaghan: Will Ms Crimin give us a bit of a timeline on that? There are 224,000 tenancies registered, most which are in RPZs. The data certainly suggests that large-scale breaches of the RPZ rules on the 2% increase are happening within that, so 67 formal investigations is not even the tip of the iceberg in terms of the scale of it. That bulk work is absolutely needed so what sort of timescale is on it?

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Discussion (2 Jul 2024)

Cian O'Callaghan: What is the end of the current-----

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Discussion (2 Jul 2024)

Cian O'Callaghan: Anecdotal evidence indicates that there are a significant number of tenancies that are not registered. This ties into the work that is being done on the difference between the CSO and RTB figures. I know there are many other issues involved as well, but this is one of the factors. Is the RTB doing anything to proactively track down unregistered tenancies? Is it simply operating on foot of...

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Discussion (2 Jul 2024)

Cian O'Callaghan: Out of 17,000 issued, quite a few were resolved. Either they registered or they were able to say that they do not need to register because there is no tenancy or whatever. There are 1,500 of the 17,000 outstanding.

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Discussion (2 Jul 2024)

Cian O'Callaghan: Yes. It was also reliant on individual complaints, which placed an onus on individual renters to come forward with complaints.

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Discussion (2 Jul 2024)

Cian O'Callaghan: They may not have had the confidence to do so or they may have been worried about the security of their rental agreements if they did.

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Discussion (2 Jul 2024)

Cian O'Callaghan: It is a big step forward.
