Catherine Murphy: In terms of the new entity, it was not going to be 31 local authorities all doing their own thing but to centralise things, and I always felt this was mad because the pipes are all over the country and not in one location. It could end up costing additional money to rent offices by virtue of the fact there is a new entity. Is that the case?
