Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: I have a few questions myself. The IFFPG is required to carry a contingency of €3 million. Earlier, in response to Deputy Lawless, Mr. Moloney referred to a figure of €700,000. The accounts from last year suggest that there is €1.7 million in reserve.

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: Where is the gap and what is the reserve?

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: Would that €700,000 would be for the likes of clean-ups or whatever?

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: There was a rainy day when it came to the situation in Leinster, as described by Deputy Aird earlier. There was a clean-up needed. Mr. Moloney is telling us that the plastics that are there did not come through his operation. What is the likelihood of a similar situation occurring elsewhere?

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: This would have been one of the IFFPG's yards.

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: Yes, but what I want to know what is the likelihood of that situation or something similar emerging in other places?

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: I will return to the reserve. The IFFPG would have to go to the Department to get approval to eat into that reserve and that approval was forthcoming on one or two occasions. Would it have set out a plan on how quickly they were going to recover?

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: When is the reserve expected to be back at 100%?

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: Even though it is at €1.7 million now and it is expected that €700,000 to €800,000 will be put into a contingency.

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: It is going to take a number of years.

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: In the meantime, IFFPG is treading water. It has absorbed a number of shocks, and Mr. Moloney is telling us it is financially sound provided it is not going to be subjected to another shock in the next seven or eight years. It will be then before it will be back up again at €3 million.

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: A couple, as in two.

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: Other than hope, has Mr. Moloney set a target?

Joint Oireachtas Committee on Agriculture and Food: Collection of Farm Plastics: Discussion (12 Nov 2025)

Aindrias Moynihan: I need to move to one other aspect of it. Where does the plastic go? Farmers load it in at the mart and they expect, having paid for it, that it is being recycled. Where is it going at present? Is it stockpiled in the different yards or where does it go?
