Paul McAuliffe: The witnesses have to accept that if the planning process in its entirety is exhausted and if permission is not granted, there will be a significant threat to an asset of the university. I was impressed by Mr. Kelly's presentation on risk. I am highlighting a current risk that the witnesses do not appear to have taken on board. I ask them to do that.
