Progressing Special Education Provision: Statements (9 May 2024)

Claire Kerrane: It really is inexcusable that in 2024 children in this State cannot easily access special class places when they need to. It is a disgrace that, year on year, parents are left worried sick, stressed and battling - as they do for everything when they have a child who has additional needs - to find a place to send them to school. This really has to end. Every child that needs a class...

Joint Oireachtas Committee on Agriculture, Food and the Marine: VAT Refunds to Unregistered Farmers: Revenue Commissioners (8 May 2024)

Claire Kerrane: I thank the officials for coming in and for their opening statement. I have a couple of quick questions. A great deal has been raised already. On the percentage provided in respect of the number of claims that have been received, it was stated that 96% were approved for payment in the years outlined. Can the officials give us any details hey have in respect of the numbers who were...

Joint Oireachtas Committee on Agriculture, Food and the Marine: VAT Refunds to Unregistered Farmers: Revenue Commissioners (8 May 2024)

Claire Kerrane: Going back to 2019, which is a good year to pick because it was pre Covid, Ms Lyons said that the value refused was €6.3 million. Does she have the number of refusals for 2019?

Joint Oireachtas Committee on Agriculture, Food and the Marine: VAT Refunds to Unregistered Farmers: Revenue Commissioners (8 May 2024)

Claire Kerrane: So, last year there were over 1,400 refusals and these were worth €3.2 million. The representatives from the Office of the Revenue Commissioners, given what they said earlier, are very confident that none of the 1,400 refusals were made in respect of something on which VAT would have been got back previously. Was there no change regarding anything refused in 2023? Was anything...

Joint Oireachtas Committee on Agriculture, Food and the Marine: VAT Refunds to Unregistered Farmers: Revenue Commissioners (8 May 2024)

Claire Kerrane: Are the representatives not totally perplexed about where all this has come from? They have met and engaged with representatives of the farm organisations, which I welcome, but if nothing has changed, where is all this coming from? The IFA and other groups have said that there has been a change in the interpretation and that it happened overnight.

Joint Oireachtas Committee on Agriculture, Food and the Marine: VAT Refunds to Unregistered Farmers: Revenue Commissioners (8 May 2024)

Claire Kerrane: I appreciate that Ms Lyons has referred to immediate clarity. That is exactly what is needed. Seeing the updated guidance as quickly as possible is really important. It is needed immediately. From the witnesses’ understanding, given that they have engaged, met some of the farmer organisations and reviewed matters in preparation for this evening, what is their read on what has...

Claire Kerrane: Gabhaim buíochas leis an Cathaoirleach. I thank the officials for coming in and for the opening statement. To begin, it would be good to get their read on where forestry is at overall since the start of the new programme. How do they assess where we are with forestry?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Strategy Implementation Plan: Department of Agriculture, Food and the Marine (8 May 2024)

Claire Kerrane: Of the 50-odd applications that have been approved under the new programme since September, I assume the bulk of those approved to date would not be from the 294 in since January. I assume what is approved is probably from September more so than from January.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Strategy Implementation Plan: Department of Agriculture, Food and the Marine (8 May 2024)

Claire Kerrane: What do the officials make of 294 applications since January? Do they think that is low?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Strategy Implementation Plan: Department of Agriculture, Food and the Marine (8 May 2024)

Claire Kerrane: I have one or two more quick questions and then I will finish as others also want to contribute. At this point, are the witnesses concerned about the conditions under the new programme, which they described as onerous for some people? Under the maps for various conditions, large swathes of the country are essentially cancelled out. At least looking at it from the outside, people might...

Claire Kerrane: If the numbers stay as low as they are - and they are very low; it has been many years since we reached 8,000 ha and that is our target - there will be no review until that Commission-ordered review in 2025.
