Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: Okay but if it is within the existing built-up footprint you would not be leapfrogging because-----

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: I am speaking about the wording of national policy objective No. 7 with regard to 40%. It has been changed and reference has been added to ensuring compact and sequential growth patterns. I am trying to work it out.

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: Just so we are very clear, the use of the word "sequential" in this national development objective would not allow development outside of the existing built-up footprint.

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: I do not understand why it is in national policy objective No. 7, which has only to do with the 40%. It makes it sound as though the 40% has to be within the built-up footprint but then there is reference to "sequential". I do not get this.

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: What you want is development closest to the existing settlement.

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: I will take real-world examples of Newcastle, Rathcoole and other such areas. Not everybody here knows them as well as I do but they will get my logic. If there is urban settlement and residentially-zoned land within the existing county development plan, the 40% must be in land within the existing built-up area or immediately beside it within the boundary and not the next bit out within the...

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: No, within the boundary. Compact growth will only be that which is closest to the existing built-up area.

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: Immediately contiguous to it.

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: I want to ensure I am clear on this. I know national policy objectives Nos. 8 and 9 have not changed and that 40% of the new homes are to be within the built-up footprint of existing settlements. Objectives Nos. 8 and 9 are separate. Objective No. 8 refers to delivering 50% of all new homes that are targeted in the five cities and suburbs of Dublin and the others, but not all of that 50%...

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: I get that but I am trying to understand it. Let us say the Taoiseach gets his way and there are 50,000 homes a year, as outlined. Of those homes that are being delivered in the cities, 50% have to be in the cities and suburbs, while 30% have to be in all of the other targeted settlements. That means 20% are not within any of those settlements. One would assume those are one-off houses....

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: The 50% there is not 50% of all of the new homes delivered in the State, it is just 50% of the new homes delivered in the cities.

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: It is a small thing but that could be read both ways in terms of its phrasing. I know it is not a change; they are the existing ones. It is almost like when you read the 50% and then the 30%, 50%, 60%, 70%, 80% and then you are adding the 20% for the one-offs. Ms Kenny is saying that is not how to read those percentages, however?

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: I might add something for the Chair's consideration. I agree with him on not running any extension of the consultation deadline beyond September because we are then into the budget cycle, etc. I think it was Deputy Leddin who suggested it, but running the consultation until the end of September, or close to it, would be very wise. Not everybody has the same calendar as Oireachtas Members....

Joint Oireachtas Committee on Housing, Planning and Local Government: Consultation on the Draft National Planning Framework: Discussion (11 Jul 2024)

Eoin Ó Broin: I certainly would not extend it beyond September.

Agriculture Appeals (Amendment) Bill 2024: Second Stage (11 Jul 2024)

Agriculture Appeals (Amendment) Bill 2024: Second Stage (11 Jul 2024)

Charlie McConalogue: I move: "That the Bill be now read a Second Time." I thank the Business Committee for putting this legislation on the schedule today. I am delighted to introduce the Agriculture Appeals (Amendment) Bill 2024, which seeks to amend the Agriculture Appeals Act 2001. Its primary purpose is to establish an independent agricultural appeals review panel in law. As Deputies will be aware, the...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (11 Jul 2024)

Catherine Connolly: This is promised legislation. The Deputy has gone way over time. It is an extremely important issue. I have given great lenience on it. It is up to one minute. Please. I am moving on to the last two speakers. It is up to one minute. I call Deputy Troy.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (11 Jul 2024)

Robert Troy: Earlier this year, the Minister, Deputy Foley, published the review of the school transport scheme and the proposed changes. It was very welcome. The report was long overdue. It is a scheme that does need modernisation to take account of the travelling patterns of children going to school today. However, I am concerned that some of the proposals will take some years to implement. There...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (11 Jul 2024)

Micheál Martin: I will engage with the Minister for Education in respect of the Delvin situation which the Deputy mentioned and also more broadly on introducing the practical measures contained in the school transport review as effectively as possible within the funding framework. It is the largest review of the school transport scheme since it was established in 1967. About 135,000 children are now...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (11 Jul 2024)

Paul Donnelly: A parent received a letter from the Blakestown community disability network team which stated: your child meets the criteria for supports for the interdisciplinary team. Your child is on the waitlist for services since the date of receipt of referral,1/11/2021. Currently there are extensive waiting times in excess of 72 months for the team... Does the Tánaiste believe that this is...
