Willie Penrose: It is one of the mysteries of nature that if €5 is included in a Bill and it constitutes a charge on the Exchequer or the State, a worthwhile amendment falls by default. I know it is not the Minister's fault. It is system and custom. Deputy Boyle tabled the amendment and we tabled a similar one on Committee Stage. It is a matter of great regret that we did not have the opportunity to debate it.

Seán Ryan: It does not exist, but that opinion was given to us on Committee Stage. The Minister gave a specific commitment about trying to bring all these various groups together and have an advisory structure within her Department to deal with this particular issue.

Dan Boyle: On a brief point of order, while I accept the ruling that the amendment is not accepted, I would like to place on record that the organisations mentioned in the amendment are quite prepared to volunteer for such a grouping. I would like the Minister to be aware that such a grouping could be put together as soon as possible.

Dan Neville: I support the amendment. I supported it on Committee Stage as well. It is the only Bill currently going through the House that requires a person to present himself or herself in person. Nowadays, everything is done through post. One can apply for a pension and a range of services and register a whole range of items without making oneself physically present.
