- Written Answers — Department of Jobs, Enterprise and Innovation: Company Liquidations (9 Jun 2016)
Jackie Cahill: 227. To ask the Minister for Jobs, Enterprise and Innovation the role that a company (details supplied) was to play when it took over another company (details supplied) as a going concern, when in fact it was winding down the company within six months due to significant losses of €5 million up to June 2015, which was prior to the takeover; and if she will make a statement on the...

To ask the Minister for Jobs, Enterprise and Innovation if her Department was aware, through the Industrial Development Agency, of a company's (details supplied) €5 million losses prior to a company's (details supplied) takeover of the company in 2015, as this was stated by a director of a company in the High Court as the reason why the company should be allowed to wind down a...
- Estimates for Public Services 2016 (Resumed) (16 Jun 2016)
Jackie Cahill: I wish the new Minister and Ministers of State the best of luck in their portfolios. I welcome the allocation of an extra €500 million for health services. As a representative of County Tipperary which no longer has a Government Deputy or Senator, I will focus on the lack of mental health facilities in the county. With a population of 160,000, County Tipperary does not have...
- Written Answers — Department of Communications, Energy and Natural Resources: Broadband Service Expenditure (16 Jun 2016)
Jackie Cahill: 35. To ask the Minister for Communications, Energy and Natural Resources when he will fully roll out the broadband structure for County Tipperary under the national broadband plan, given that poor coverage is impacting negatively on the economic development of the county. [16122/16]
- Revised Estimates for Public Services 2016 (Resumed) (22 Jun 2016)
Jackie Cahill: I welcome the additional funding being provided for law enforcement this year. I wish to reflect on the recent gangland shootings. There has been widespread outrage in relation to the recent gangland killings in Dublin and we need to see renewed efforts to defeat organised crime gangs before the situation escalates even further. In February, the Minister announced the provision of...

- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016
Vote 30 - Agriculture, Food and the Marine (Revised) (22 Jun 2016) Jackie Cahill: This is my first time to attend a committee meeting in the Houses of the Oireachtas and I am delighted to have the opportunity to be here. I wish the Chairman and Minister well in their new appointments. Before I refer to programme A, I wish to make a point about the Minister's opening statement in which he referred to the importance of improving profitability at farm level....
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016
Vote 30 - Agriculture, Food and the Marine (Revised) (22 Jun 2016) Jackie Cahill: I wish to address some of the points the Minister made about the dairy crisis. The crisis in 2009 was short lived and thankfully prices bounced back very quickly. Production costs have since increased substantially, but, unfortunately, current price supports have not increased. They are at a level which does not reflect the cost of production. The third difference is that the level of...
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016
Vote 30 - Agriculture, Food and the Marine (Revised) (22 Jun 2016) Jackie Cahill: On the TAMS issue, I did not think it would be covered until later.
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016
Vote 30 - Agriculture, Food and the Marine (Revised) (22 Jun 2016) Jackie Cahill: The Minister referred to the farmers' charter earlier. In a past life, I sat on the farmers' charter group. There were always specific timescales put in place on the farmers' charter. I respect that the commencement of TAMS will cover a number of schemes, but if one makes an application, there should be a timescale within which the application has to be dealt with and the same should be...
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016
Vote 30 - Agriculture, Food and the Marine (Revised) (22 Jun 2016) Jackie Cahill: I wish to comment on the issue of consumer protection and the regulations in place in that regard. Last week a person was found to have transgressed the rules governing growth promoters and banned substances. I congratulate the Department of Agriculture, Food and the Marine on catching that person out and the full rigours of the law should be brought to bear on him. Such behaviour does...
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016
Vote 30 - Agriculture, Food and the Marine (Revised) (22 Jun 2016) Jackie Cahill: While a PI cannot be moved, is the whole herd restricted from being sold or is it just the PI?
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016
Vote 30 - Agriculture, Food and the Marine (Revised) (22 Jun 2016) Jackie Cahill: A herd that holds PIs should be completely restricted. That would force them to get rid of the PIs.
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016
Vote 30 - Agriculture, Food and the Marine (Revised) (22 Jun 2016) Jackie Cahill: I accept that but at the outset of the three-year programme, it was stated it would completely eradicate BVD. If we restricted those farms which have PIs from moving animals, they would be forced to deal with it. I accept a carrot was held out but some of these farms did not avail of it. I had two farmers on to me who had PIs for the first time this year. They put it down to PIs being kept...
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016
Vote 30 - Agriculture, Food and the Marine (Revised) (22 Jun 2016) Jackie Cahill: Reference was made to the compensation to be received by farmers with SACs and SPAs on their land. Serious restrictions have been placed on them in the use of their land. From where will the funding come and when will it be introduced? On the ban on forestry in conservation areas, the hen harrier has been mentioned. Where there is forestry at various stages of development in these...
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016
Vote 30 - Agriculture, Food and the Marine (Revised) (22 Jun 2016) Jackie Cahill: There are different stages of forestry in an SAC. Evidence has come forward that the hen harrier can live in places that have different stages of forestry. It would be desirable to allow that to happen rather than have a complete ban on an SAC. As Deputy Kenny pointed out, if SACs were available for planting it would alleviate some of the problems that he mentioned.
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016

To ask the Minister for Finance to bring forward proposals to extend the exemption on capital gains tax which currently operates for farmers who consolidate their family farm holding to farmers who, due to the economic circumstances in the industry at this time, need to sell parcels of land to consolidate their bank loans and secure their family farm for the future; and if he will make a...
