Seanad: Local Property Tax: Motion (30 May 2018)

Paul Daly: I propose to share time with Senator Ardagh.

Seanad: Local Property Tax: Motion (30 May 2018)

Paul Daly: I second the motion. I agree wholeheartedly with everything Senator Horkan said. As the Minister of State comes from an agricultural background, I am sure he will concur with this. There is a saying in our industry about people being asset rich, but yet living on the breadline. A farmer can have a farm that is worth a lot of money, but if it is their home, they cannot realise any income...

Seanad: Local Property Tax: Motion (30 May 2018)

Paul Daly: Yes, I will hand over now. The key point is that there must be some recognition of ability to pay any bill or tax.

Seanad: Local Property Tax: Motion (30 May 2018)

Paul Daly: We are facilitating it.

Seanad: Order of Business (13 Jun 2018)

Paul Daly: I would like to be associated with the expressions of sympathy to the Kiely family on the death of Rory. Rory was someone whom I got to know in recent years, through horse racing more than our political involvement. He was a proud member of the Oireachtas syndicate, the horse of which won the midlands grand national at my track of Kilbeggan last year. It was on that evening that we struck...

Paul Daly: The Cathaoirleach has pre-empted the Leader.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Electronic Identification of Sheep: Discussion (19 Jun 2018)

Paul Daly: I welcome the witnesses and thank them for their presentation. As has been stated by every previous speaker, it is hard to argue against the positives of the scheme but we are hearing the positives from one side of the fence and we are duty-bound to represent all interested parties. We have had a bit of lobbying from the farm side and points have been made about the cost. I would like...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Rural Development Programme: Minister for Agriculture, Food and the Marine (19 Jun 2018)

Paul Daly: I welcome the Minister. Most of the issues in his statement have been covered by previous speakers, so I will not go over old ground. I will ask some specific questions and perhaps get a little bit of an insight as to how this whole system is predicted by the Department, and I say this particularly because the system is very predictable. No one is standing over anyone with a big stick...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Rural Development Programme: Minister for Agriculture, Food and the Marine (19 Jun 2018)

Paul Daly: The Minister said himself that the Department seldom has 100% take-up. That is the point I am making. Who did the sums on it? Even if the person allowed for 100% at maximum payment, the scheme funding still only comes a little over two thirds of the way to €25 million. Where did the figure of €25 million come from with all the experience the Department has of previous schemes?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Rural Development Programme: Minister for Agriculture, Food and the Marine (19 Jun 2018)

Paul Daly: I know but it is a simple sum. We calculate 100% applications at maximum payment.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Rural Development Programme: Minister for Agriculture, Food and the Marine (19 Jun 2018)

Paul Daly: I calculated a sum on the given total number at the maximum allowable payment. It comes to €17.5 million.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Rural Development Programme: Minister for Agriculture, Food and the Marine (19 Jun 2018)

Paul Daly: It cannot possibly reach €25 million on the figures I have. Yet, €25 million is touted at the number.

Paul Daly: When is it proposed to take Committee Stage?

Seanad: Mental Healthcare in South-East Region: Statements (20 Jun 2018)
