28. To ask the Minister for Arts, Heritage and the Gaeltacht if he has studied the submission received from traditional canal dwellers and recreational users of the canals encompassing their strong objection to proposals to increase dramatically and prohibitively the charges for use of the canals to such an extent as to make it virtually impossible for them to afford to use the canal system for residential or navigational purposes; if his attention has been drawn to their general acceptance of the concept of regulation but in a structure within which they can continue as per their tradition; if he will arrange to meet with a representative delegation from the group at an early date to discuss the issue having particular regard to the fact that in large measure restoration of the canal system was undertaken by local community and voluntary effort; and if he will make a statement on the matter.
