The witnesses mentioned inevitable downturns. The Australians recently celebrated a quarter of a century of unbroken growth. Taking into account the international situation, a downturn would seem pretty inevitable but given, as other colleagues have stated, our infrastructural deficits and so on and the desperate need for housing, this should not be the case. Reference was made to net policy spending. What does that mean and how is it determined?
